The Office administers the City of Sarasota's Community Development Block Grant (CDBG), City Neighborhood Stabilization Programs II and III, and functions as a cooperative effort of the City of Sarasota and Sarasota County government and serves residents throughout Sarasota County, including the cities of Sarasota, North Port and Venice, using Federal HOME Investment Partnerships Program funds and State Housing Initiatives Partnership (SHIP) funds.

FEDERAL FISCAL YEAR 2025-2026 ANNUAL ACTION PLAN

30-DAY PUBLIC COMMENT PERIOD/PUBLIC HEARING

The City of Sarasota, as lead entity for the Sarasota HOME Consortium, is hereby publishing for public comment the proposed Federal Fiscal Year 2025-2026 Annual Action Plan for the purpose of allocating funds to various eligible activities for the City’s Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) under the U.S. Department of Housing and Urban Development (HUD). These funding sources may be supplemented or matched with other Federal or State resources.

The Annual Action Plan identifies proposed projects and activities that the City and HOME Consortium plan to fund in the next program year beginning October 1, 2025, and ending September 30, 2026. These projects and activities are intended to benefit eligible very low-income, low-income, moderate-income, and special needs persons in the community. Funding is also programmed to administer these grants.  In the next program year, the City and HOME Consortium estimate the following entitlement grant allocations and program income resources. Please note that actual funding amounts may increase or decrease based upon program income, prior year adjustments, and/or final federal or state allocations when released. Due to these and other factors, the City and HOME Consortium reserve the right to adjust, add, or remove projects prior to plan approval/adoption.

A draft copy of the proposed City of Sarasota and Sarasota HOME Consortium FY 2025-2026 Annual Action Plan will be available from May 22, 2025, through June 23, 2025 at all public libraries and on the City and County websites at:

Comments may be emailed to:  2025-26ActionPlanComments@sarasotafl.gov  or written comments may be mailed to the Office of Housing and Community Development at 1565 First Street, Sarasota, FL 34236. The City Commission approved the draft FY 2025-26 Annual Action Plan on May 5, 2025 for publication for public comment. The 30-Day Public Comment Period begins on May 22, 2025, and ends July 23, 2025. Comments are due no later than 5 p.m. on June 23, 2025.  A meeting of the City Commission will be held on July 7, 2025 to approve the final Annual Action Plan.

 

Notice of CDBG Funding Availability (NOFA)

The City of Sarasota’s Office of Housing and Community Development (OHCD) has $285,225 in Community Development Block Grant (CDBG) funding available for affordable housing projects. Funds may be used for the acquisition and/or rehabilitation of existing housing stock.  Construction of new housing is ineligible for this funding.

Applications for the CDBG funds may be submitted beginning April 7, 2025 through April 18, 2025. The application can be found on OHCD’s webpage Document Library on the City of Sarasota’s website at www.sarasotafl.gov. Completed applications must be returned electronically to OHCD at 2024-25AAPAmendment@sarasotafl.gov or in person at 1575 Second Street, 4th Floor, Sarasota, Florida by the close of business April 18, 2025 to be considered for funding.

  

Consolidated Plan/Action Plan Evaluation

The City of Sarasota and Sarasota Consortium, a partnership between the City of Sarasota and Sarasota County, will receive Federal Community Development Block Grant and HOME Investment Partnerships Program funding, as well as State Housing Initiatives Partnership funds.  These allocations pertain to Year 1 of the Consolidated Plan, Federal Fiscal Year 2025 and City and County Fiscal Year 2026.

Public input on housing and community development needs was solicited between February 1, 2025 and March 21, 2025. Comments could be submitted either through a dedicated email address, public meetings or by submitting written comments to a physical address.  Additionally, applications for the funds were accepted from non-profit organizations whose mission is to develop housing that is affordable to individuals or families with household income not exceeding 80% of the area median income.  Requests for funding were also solicited for community development projects.  All requests and comments were due by close of business March 21, 2025.

A meeting at which both City and County staff are invited will be held April 8, 2025 at 11 a.m. at 1575 Second Street, 4th Floor, Sarasota, Florida, 34236.  All interested parties are invited to appear, be heard, and submit relevant evidence.  Copies of supporting documents may be requested during normal business hours at the Office of Housing and Community Development at 1575 Second Street, Sarasota, Florida. No stenographic record by a certified court reporter is made of this meeting.  Written comments may be sent to the Office of Housing and Community Development at the above address no later than April 8, 2025 by 5 p.m.

 

 

HOME REHABILITATION PROGRAM

If you own a home within Sarasota County, you may be eligible for a zero percent deferred loan to repair your home!

The Office of Housing and Community Development provides loans to income-eligible homeowners who need roof repair, air conditioning, plumbing and electrical repairs. The program generally addresses emergency health and safety issues or code violations.

Loans may be used to repair single family homes, and you (the homeowner) must live in the home and have an income at or below 80 percent of the Sarasota Median Income.

Disabled persons may be eligible for a grant to remove barriers.  Example:  constructing a ramp to the front door or installing grab bars in the shower.
